Richard M. Harrison is the vice president of operations and director of defense technology programs at the American Foreign Policy Council, USA. Peter A. Garretson, Lt. Col., USAF-Ret., is a senior fellow in defense studies at the American Foreign Policy Council, USA, where he co-directs the organization's space policy initiative.
