About the Author


Thomas L. Daniels is a professor in the Department of City and Regional Planning at the University of Pennsylvania in Philadelphia. He teaches land use planning, environmental planning, and land preservation. He has served as a consultant to state and local governments and land trusts and as a land trust board member. He holds a Ph.D. in Agricultural Economics from Oregon State University, an M.S. from the University of Newcastle (UK), and a B.A. from Harvard University. John C. Keene is professor emeritus in the Department of City and Regional Planning at the University of Pennsylvania in Philadelphia, where he teaches courses on land use law, environmental law, and strategies for sustainable development. He has served as a consultant to several local governments, and holds a J.D. from Harvard Law School, an M.C.P. from the University of Pennsylvania, and a B.A. from Yale University.
